Incident Command Systems (ICS) Training Workshop – October 14th – 15th 2015, Life Center, Grand Turk

Grand Turk, Turks and Caicos Islands, October 15th, 2015 (DDME) - The Department of Disaster Management and Emergencies is currently hosting a two-day Incident Command Systems (ICS) Training Workshop from Wednesday 14th– Thursday 15th, October 2015 for Command-level first responder personnel from Police, Fire, EMT, Medical, Air Ports and Sea Ports. The ICS training workshop is being held at The Life Centre Building on Old Airport Road, Grand Turk.

 

Mr. Andrew George, Deputy Director, DDME in his remarks at the Opening ceremony reiterated that ICS is being integrated into the processes of first responding agencies throughout CDEMA’s participating states as a regional best practice to effectively coordinate first responding agencies at emergency incidents or mass crowd events with the capacity for a Mass Casualty situation. Mr. George, also highlighted that the objectives of the training was to enhance public safety preparedness of first responding agencies throughout the TCI in responding to a variety of potentially catastrophic events.

ICS is a Systematic Tool used for the command, control and coordination of Emergency Response. It is designed specifically to allow responders to adopt an integrated organizational structure equal to the complexity and demands of any single incident or multiple incidents without being hindered by jurisdictional boundaries. ICS is primarily a Command and Control system delineating job responsibilities and organizational structure for the purpose of managing day to day operations for all types of emergency incidents.

The Workshop therefore seeks to provide an introduction to the concepts and principles of ICS and will cover the following areas:

  • Introduction to ICS
  • Features of the ICS Concept
  • Incident Facilities
  • Incident Resources Management
  • ICS Assignments
  • United Command Concepts
  • The overall goal of the ICS training is to improve on the preparedness of first responding agencies, who are required to coordinate a multi-agency response to large magnitude incidents where the ICS heirarchical system can be operationalised especially as it relates to natural and man-made events such as:
    • Structural and Commercial Fires
    • Cruise Ship, Aircraft and vehicular transportation accidents
    • Search and rescue operations
    • Oil Spill and HAZMAT incidents
    • Mass crowd events such as celebrations, parades, concerts and public rallies
    • Visits by famous dignitaries
    • Mass shelter operations

The Training will be highly beneficial to the Turks and Caicos Islands particularly to senior officers, who will be called upon to carry out the Disaster Risk Management mandate in responding to emergencies. This additional training will increase the number of persons trained in ICS to further strengthen the capacity of First Responders in embracing the ICS Concept, within which responders from various agencies can be effective.

Over the past year the department has held two ICS workshops on Providenciales where a number of government essential emergencies services and stakeholders have received training in the ICS concept

Participants attending this training workshop in Grand Turk include command level and supervisory personnel from the Wellness Center, Ports Authority, Police, Turks and Caicos Airport Authority, Emergency Medical Service, Health, Fire, DDME and the District Commissioner from North Caicos.

At the end of the two training participants who successfully complete the training will be awarded certificates.

The facilitator for the workshop is Mr. Keith Holman, a thirty-two year veteran of the South Florida Emergency Management Department.
